Description The City of Glendale's Innovation & Technology department focuses on the del ivery and operations of vital IT infrastruc­ture, computer support, IT governance, project management, as well as support and maintenance of enterprise applications, data analytics, GIS services, and cybersecurity. The Database Administrator directs and controls the activities related to data planning and development and the establishment of policies and procedures pertaining to data management, data security, data maintenance, and data utilization. Job duties include establishing, monitoring and maintaining database standards; and advising management on database concepts, functional capabilities, database performance improvement and data utilization. This Position Is FLSA Exempt, and will be paid a salary regardless of hours hours worked per week. A Grade 415 with an annual salary between $97,902.00 - $146,853.00. Essential Functions Evaluates, implements and makes recommendations regarding new features of the database product and tools; schedules and performs database upgrades. Performs database analysis and manages changes to database design and operation. Recommends appropriate physical partition size of disk subsystems related to data storage. Designs and implements database indexes, triggers and other essential database functionality. Defines application program interfaces to the database as appropriate. Identifies data available for use for specific or general access. Interface with users, consultants, technical teams and vendors for maximum guidance in determining the most appropriate selection, installation and configuration of database technologies. Monitors applications systems performance and recommends methods for improving efficiency through database and application design; investigates, analyzes and reviews user performance issues. Develops documentation, checklists and processes for communicating support information as appropriate. Provides technical support to the Helpdesk. Insures code changes and modifications are managed using a documented change request system. Provides technical support within Information Technology and other departments as required. Evaluates, and implements solutions to complex problems using the appropriate application access and database tools. Consults with Information Technology teams to develop application installation and maintenance procedures to assure database standards and practices are maintained. Maintains security and integrity controls of the database software tools and the database. Establishes procedures for loading database software; backup and recovery of the database; stopping and restarting the database. Develops project schedules, prioritize tasks, meet project schedule requirements. Provides on call support during non-business hours. Maintains a high level of current knowledge regarding systems, technology, and communications. Performs other related duties as assigned. Minimum Qualifications Minimum Qualifications/Special Requirements/Success Factors Bachelor's Degree in Computer Science, Engineering or related field and five years experience designing and supporting databases and applications. The preferred candidate for this role will have an industry recognized database certification. Examples include but are not limited to Oracle, Microsoft, or enterprise class database products. Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education. Knowledge Of Principles of relational database design, development and administration, data integration, data security, data quality, data warehouse/ETL/ELT, and BI analytics reporting Strong knowledge of modern data architecture principles, ensuring efficient data storage, optimized query performance, and reliable pipelines that support analytics and enterprise reporting Microsoft SQL Server database architecture and features Database administration and management techniques in a client-server environment Structured Query Language (SQL) Physical database design, backup and recovery strategies, performance monitoring, and tuning Relational database management systems such as Oracle, SQL Server, My SQL Ability to: Ability to work effectively with users, technical personnel and consultants to achieve stated objectives Conduct research, evaluate user needs and system capability, and design appropriate plans and programs Work on concurrent projects Communicate effectively both verbally and in writing.
