Position Overview We are seeking an experienced Enterprise Architect to serve as a resident architect embedded with a California state government agency. In this role, you will provide strategic technical leadership across data platforms, application modernization, and cloud adoption — shaping the agency’s long-term technology roadmap and driving execution of mission-critical initiatives. This is a highly visible, consultative role requiring deep expertise in enterprise architecture, data engineering, and AWS cloud services. You will work directly with agency leadership, program managers, and engineering teams to define architecture standards, guide modernization efforts, and ensure solutions are scalable, secure, and aligned with business objectives. The ideal candidate brings a consulting mindset — comfortable navigating ambiguity, influencing without direct authority, and building trust as a strategic partner. Key Responsibilities Enterprise Architecture & Strategy Define and maintain the enterprise architecture vision, principles, and roadmap aligned with agency strategic goals. Establish architecture governance frameworks including standards, reference architectures, and design patterns. Evaluate current-state systems and data landscapes; develop target-state architectures and transition plans for modernization. Lead architecture review boards and ensure solution designs adhere to enterprise standards. Advise agency leadership on technology strategy, investment prioritization, and build-vs-buy decisions. Data Platform & Modernization Architect enterprise data platforms including data lakes, data warehouses, and lakehouse patterns on AWS. Define data modeling standards, data integration strategies, and data governance frameworks. Lead the design and oversight of data migration and modernization initiatives, transitioning legacy systems to cloud-native architectures. Establish Master Data Management (MDM) and data quality strategies across the enterprise. Guide the adoption of analytics, reporting, and AI/ML capabilities on top of the data platform. Application Modernization & Development Architect modernization strategies for mission-critical applications, including re-platforming, re-architecting, and API-first approaches. Define application architecture standards covering microservices, event-driven patterns, serverless, and containerized workloads. Provide technical oversight for development teams building and integrating custom applications. Ensure alignment between application architecture and data platform architecture. Cloud Architecture & Infrastructure Design and govern AWS cloud architectures leveraging services such as S3, Glue, Athena, Redshift, EMR, Lake Formation, Lambda, ECS/EKS, and Step Functions. Define cloud adoption frameworks, landing zone architectures, and security/compliance guardrails. Establish infrastructure-as-code standards and CI/CD pipeline patterns. Ensure solutions meet public sector security and compliance requirements (FedRAMP, StateRAMP, NIST). Change Management & Adoption Partner with program and project managers to drive adoption of new platforms and architectural standards. Lead technical readiness assessments and develop training/enablement plans for agency teams. Champion architecture-led change management, helping stakeholders understand the “why” behind technology decisions. Build and mentor a culture of continuous improvement and technical excellence within the client organization. Client Engagement & Advisory Serve as the primary technical advisor and trusted partner to agency stakeholders, from executive sponsors to technical leads. Translate business objectives into architectural recommendations; communicate complex technical concepts to non-technical audiences. Contribute to proposals, SOWs, and RFP responses with architectural vision and level-of-effort estimates. Identify opportunities to expand the engagement through additional services and solutions. Required Qualifications Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field. 12+ years of experience in enterprise IT, with at least 5 years in an enterprise or solutions architect role. Demonstrated experience in a consulting or professional services environment, serving as an embedded or resident architect for clients. Deep expertise in data platform architecture: data lakes, data warehouses, lakehouses, data modeling, ETL/ELT pipelines, and data governance. Strong hands-on experience with AWS cloud services (S3, Glue, Athena, Redshift, EMR, Lake Formation, Lambda, SageMaker). Proven track record of leading application modernization initiatives for large-scale, mission-critical systems. Experience defining and implementing enterprise architecture governance frameworks and standards. Strong knowledge of change management principles and the ability to drive technology adoption across diverse stakeholder groups. Experience working on U.S. public sector (state or federal government) projects. Experience in healthcare, health and human services, or similarly regulated domains. AWS Solutions Architect certification (Professional or Associate level). Excellent communication and stakeholder management skills, with the ability to influence at all levels of an organization. Strong proficiency in Python, SQL, and infrastructure-as-code tools (Terraform, CloudFormation). Preferred Qualifications Master’s degree in a relevant field or MBA. TOGAF, Zachman, or equivalent enterprise architecture framework certification. AWS Solutions Architect – Professional certification or additional AWS specialty certifications (Data Analytics, Machine Learning, Security). Familiarity with government compliance frameworks (FedRAMP, StateRAMP, NIST, FISMA). Experience with real-time data processing, streaming architectures, and event-driven systems. Background in population health, Medicaid/Medicare, or state health agency data systems. Experience with Databricks, Spark, or similar large-scale data processing frameworks. Knowledge of AI/ML workflows and their integration with enterprise data platforms. Travel Requirements This is a hybrid position requiring frequent onsite presence at the client’s Sacramento, CA offices. Additional travel (up to 25%) may be required for other client engagements, team gatherings, or company events. All travel expenses will be covered by the company. Why Join Cloudwick?
