These projects may be delivered directly through the Facilities Development branch or by private sector developers as part of a Community Amenity Contribution agreement. The Project Manager II position is responsible for oversight of all phases of the development process, from initial feasibility, through entitlement and the construction phase, focusing on scope, schedule and budget to ensure the city is getting optimal value for their investment.Reports directly to the Associate Director, Project Delivery. Other key contacts include the Quality Assurance team, internal City departments, external agencies, clients, builders, consultants, and other stakeholders.Specific Duties & ResponsibilitiesDirect Delivery Projects Acts as the City?s Project Manager to lead the full development process for the direct delivery of capital project from preliminary feasibility studies to commissioning and warranty period reviews. Leads the procurement of consultant and construction services for the design and construction of capital projects. Leads a team of consultants and liaises with applicable city departments to complete feasibility studies for proposed projects, including land use, environment, geotechnical, preliminary form of development based on client programming requirements, capital budgeting, project scheduling and a risk matrix. Leads the drafting of and execution of all project development related agreements including Project Charters and Development Management Agreements. Provides support to communications, public engagement and Indigenous Relations staff by providing project scope, schedule and budget information. Prepares project budgets and Council Reports as required for capital funding approval by senior staff and Council. Leads the City approval process to secure project entitlements including rezonings, development, demolition and building permits. Acts as the owner?s representative during the design development phase by providing oversight of the design process to ensure the project scope and capital budget are in alignment, that the City?s Design and Construction Standards, including, sustainability criteria and First Nations requirements are met, that the design is efficient and cost effective, including the form of development, materials selection and construction methods. Coordinates client and FMOE input into the design process and secures their approval of the project scope at the program and schematic design phases to mitigate scope changes at later stages in the development process. Coordinates inter-departmental and third-party plan review processes to ensure the contract documents are well coordinated, to mitigate project budget and schedule pressures due to errors and omissions by the design team.
