🚨 Hiring: Business Analyst 3 📍 Location: Texas 📋 Solicitation #: 529601723 Texas Health and Human Services Commission (HHSC) is seeking an experienced Business Analyst 3 to support the retirement and modernization of the CARE (Client Assignment and Registration) system. This role will play a key part in migrating legacy mainframe functionality to modern Medicaid Enterprise System-aligned applications while ensuring business continuity and successful delivery across multiple project workstreams. Key Responsibilities: ✔ Gather, analyze, document, validate, and manage business, functional, technical, data, reporting, and interface requirements. ✔ Conduct current-state and future-state analysis, gap analysis, impact analysis, and dependency analysis. ✔ Create user stories, use cases, business rules, process flows, acceptance criteria, and detailed requirements documentation. ✔ Develop and maintain end-to-end requirements traceability throughout the project lifecycle. ✔ Collaborate with business, application, data, infrastructure, security, and vendor teams. ✔ Analyze business processes, system integrations, data flows, interfaces, and reporting requirements. ✔ Facilitate stakeholder meetings, workshops, and requirements sessions. ✔ Support large-scale IT modernization initiatives and provide actionable recommendations to leadership. Required Qualifications: ✅ 8+ years of Business Analysis experience reviewing, analyzing, and evaluating business systems and user needs. ✅ 8+ years of experience in requirements elicitation, documentation, validation, and management. ✅ Strong experience with requirements traceability and SDLC processes. ✅ Experience conducting process analysis, gap analysis, impact analysis, and dependency analysis. ✅ Proven ability to support complex IT projects involving multiple stakeholders and cross-functional teams. ✅ Strong written and verbal communication skills with the ability to create executive-level documentation. ✅ Experience with data flows, system integrations, interfaces, reporting, and source-to-target mappings. Preferred Qualifications: ⭐ Experience with legacy system modernization, mainframe retirement, or enterprise transformation projects. ⭐ Experience in Medicaid, Healthcare, Health & Human Services, Eligibility, Claims, Provider, Behavioral Health, or related public-sector domains. ⭐ Experience supporting application development or infrastructure deployment projects. ⭐ Knowledge of APIs, data warehouses, reporting modernization, and modular system design. ⭐ Familiarity with Texas Project Delivery Framework (TPDF), DIR, or state government IT environments. ⭐ CBAP, PMP, PMI-PBA, Agile, Scrum, or SAFe certifications preferred.
