Our Universal Wallet platform simplifies the delivery of healthcare, nutrition, and social benefits through a single, intuitive experience — serving health plans, state agencies, and enterprise partners across the country. Position Summary We’re looking for a Product Manager who owns two things that pull against each other and makes them work together: member engagement and monetization. You’ll drive members to activate, come back, and get real value from the Wallet — while responsibly growing the revenue the platform earns from advertising and partnerships. The best version of this role grows both at once, without trading member trust for short-term revenue. You’ll partner closely on the roadmap and take end-to-end ownership of the features and workstreams in your area, turning strategy into shipped product. You’ll work across the platform’s growth surfaces: Member Engagement: activation, retention, and daily usage of our consumer-facing “Wallet” mobile app and web portal. Monetization & Partnerships: in-wallet advertising, partner offers, and promotional placements that fund the platform. Client Experience: the B2B Client Portal used by government agencies and health plans. Data & Intelligence: the reporting and analytics that prove program value, engagement, and revenue to our stakeholders. A feature built for a member should flow seamlessly into the reporting delivered to a client — keeping those threads connected, and grounded in both engagement and revenue, is central to the role. Key Responsibilities Member Engagement & Adoption Own the member engagement strategy — activation, retention, and day-to-day usage across the Wallet mobile app and web portal. Define, track, and set targets for the engagement metrics that matter (activation rate, retention/churn, DAU/MAU, feature adoption). Design lifecycle and in-app engagement programs — onboarding flows, notifications, reminders, and nudges that keep members active and getting value. Run experiments and A/B tests to lift engagement, and turn the results into roadmap decisions. Drive migration from physical cards and paper statements to digital tools. Ensure a consistent, low-friction experience across the React Native mobile app and React web portal. Monetization & Partnerships Own the monetization roadmap across in-wallet advertising, partner offers, and promotional placements — growing revenue while protecting the member experience. Own the partner-offer product experience on ebtEDGE (e.g., Walmart+, T-Mobile–style offers): how offers are surfaced, promote/demote logic, and the end-to-end member flow. Define product requirements for programmatic yield and ad-serving surfaces — floor pricing, header bidding, and demand waterfall — and partner with ad operations on execution and optimization. Shape the partnership sourcing pipeline (Impact, CJ, Rakuten, and similar), prioritizing partners by audience fit, offer quality, and revenue, and productizing onboarding and placement. Own in-wallet campaigns and placements for strategic partnerships — specs, timing, and measurement. Set and enforce ad-quality and brand-safety standards for a low-income, often vulnerable audience; you decide what is appropriate to serve. Define the monetization metrics that matter (fill rate, eCPM, offer conversion, revenue per active member) and hold the line where monetization and engagement compete. Roadmap & Execution Own the roadmap and backlog for your product area, and contribute to the broader product roadmap. Prioritize rigorously against engagement and revenue impact — balancing new member-facing features against monetization opportunities and the need for robust client reporting and data integrity. Write clear requirements and user stories, and drive them through delivery with your squad. Client Experience (B2B Portal) Define and ship features that give clients (health plans, government agencies) self-service access to program performance, enrollment data, and financial reports. Data & Reporting Build the engagement and monetization dashboards the team relies on to understand member behavior, offer performance, and yield. Treat data exports and reporting dashboards as first-class products, defining requirements for the data engineering team to build scalable, accurate reports. Push beyond basic CSV exports toward actionable insights — helping visualize restricted-spend data, engagement, and revenue that show program and platform success (e.g., healthy-food utilization rates). Cross-Functional Collaboration Partner with Engineering and Solution Architects on build-vs-buy decisions and on managing technical debt alongside feature work. Partner with go-to-market, sales, and ad operations to bring monetization and partnership deals live and keep them performing. Qualifications Required 4–6 years of Product Management experience owning features or product areas within a portfolio. Demonstrated experience driving user engagement and retention — activation funnels, lifecycle/notification strategy, experimentation, and engagement metrics you can point to and defend. Experience with monetization or ad/partnership products — ad-supported models, programmatic or affiliate revenue, partner offers, or in-app placements — and the judgment to balance revenue against user experience. B2B and B2C breadth — experience with both consumer apps and enterprise dashboards/portals. You understand the difference between designing for a member on Medicaid and a Program Director at a health plan. Data fluency — comfortable defining data products and discussing reporting, APIs, and visualization tools (Tableau, Power BI, or custom dashboards). Enough technical depth to collaborate credibly with engineering and reason about unifying data across multiple front-ends. Highly organized and detail-oriented; comfortable managing multiple active workstreams at once. Preferred Industry background in Government Benefits (EBT, SNAP), Healthcare, or Fintech. Hands-on familiarity with ad-serving/SSP platforms (Google Ad Manager, Prebid) or affiliate/partnership platforms (Impact, CJ, Rakuten). Experience with product-led growth, lifecycle marketing, or engagement/CRM tooling (e.g., Braze, Iterable, Amplitude, Mixpanel). Experience in an early-stage or scaling environment where the playbook isn’t fully written yet. Bachelor’s degree in Computer Science, Engineering, Business, or equivalent experience.
